Is a gap certificate the same as a gap year affidavit?

Counselling centres use both names for the same student document: a self-declared statement of the study gap, usually notarised on stamp paper. A gap certificate is not a government-issued paper like a caste or EWS certificate. If the brochure prints its own annexure, use that wording instead.

Do I need a gap certificate for NEET counselling?

Only if that round's MCC or state counselling brochure asks for one - usually when there is a break after Class 12. NTA's NEET UG application bulletin does not issue a gap certificate. Open the NEET UG kit for the upload files NTA does list, and confirm the counselling document list in the brochure.
